Payment term

The application period to assign a one-time maternity allowance is six months. Parents can contact the organization from the date of birth until the child reaches six months of age. After the expiration of the submission of documents, the allowance will not be assigned. The size of this one-time amount is fixed. It is paid regardless of the availability of official employment with the recipient. If the person works, the charges come from social security. Otherwise - in the form of social security.

Basic rules for calculating benefits:

  1. if there are several babies, the allowance is transferred to each of them;
  2. no payment is due when the child is born dead.

Where to get

The bodies of social protection of the population transfer the amount of a lump-sum cash allowance for the appearance of the baby to the recipient’s account at the bank, if these data are indicated in the submitted application. At the request of the person to whom payments are assigned (mother, father, or a person replacing them), one-time maintenance can be transferred through the nearest Russian Post office.

The size of the lump sum at birth

The initial payment after the birth of a baby is 8,000 rubles, but for subsequent transfer it is increased by an indexation rate and a regional coefficient set by the Government of the Russian Federation on February 1. The amount of one-time payment at the birth of an infant after the calculation of the size of the indexation is made by a factor of 1.054 from February 1, 2017 is 16,350 rubles 33 kopecks.

The size depends on the region where the parents live with the baby, since in some regions of the federation additional regional payments are assigned. If the beneficiary is an employee of the Far North, the amount is calculated based on the regional coefficient. A lump sum charge is the same for a husband, wife, or woman who has given birth to a child out of wedlock. Family income does not affect the accrual. The minimum amount of the sum is 16350.33 rubles, and the maximum size is calculated taking into account the regional coefficient.

At birth twins

Considered accrual must be provided for each child born twins, triplets or fours, according to Article 11 of the Federal Law No. 81 dated May 19, 1995. Following from this, the total amount of money increases in proportion to the number of newborns. The resulting number is a constant number, which does not depend on the level of income. The amount may be increased for regions where district coefficients are used. For example, in the Far North.

At the birth of the second child

The lump-sum monetary accrual at the birth of the second baby is provided in the same manner as with the appearance of the first child. The amount of 16350 rubles 33 kopecks is given to one recipient. It is important not to miss the six-month appeal period for her, otherwise you will have to prove that this happened for a good reason. If this fails to be done, the money will not be credited.

At birth of the third child

A single charge when the third baby is born occurs similarly to the previous cases. In addition to this amount, parents with many children may receive additional financial assistance: one-time compensation, financial support for a young family, subsidies and other benefits. The amount of regional financial assistance depends on the number of children - with each subsequent child it increases.

Video

You have a baby, and it is beautiful. The first benefit that he can receive from the state is a one-time benefit for the birth of a child. Making allowances is not at all troublesome, as it may seem to many. The main thing to know: what to make out? where to go? what documents to collect? So for you step-by-step instruction  on the design of this manual.

Step 1.

You need determine if you are eligible for this benefit.

If you are a citizen of the Russian Federation and live in Russia, then there are no problems. It does not matter for you whether there is a residence permit, work, study or manage a household, you will still receive this allowance.

More difficult for foreign parents. The allowance can be received by foreign citizens, stateless persons, and also refugees if they permanently reside in the territory of Russia. Foreigners and stateless persons who temporarily live in our country can receive benefits only if they officially work. If you fit one of these categories, then proceed to the next step ...

Step 2.

Now need understand who and where to go.

If the parents work, then one of them can turn to the accounting department of his organization. If only one of them works, the benefit will be paid at the place of work of that parent. In the case when the parents do not work or are studying, then the manual should be addressed to the district administration through the MFC (in St. Petersburg).

It is worth noting that individual entrepreneurs, notaries, lawyers and other persons who provide themselves with work also apply to social security agencies. Allowance can also be made by relatives and other persons (on the basis of power of attorney from the parent).

Step 3.

  Collect documents.

The list is quite small, but you have to run for various inquiries. So, when you receive a child's birth certificate at the registry office you will be given birth certificate form №24  (instead of a certificate from the maternity hospital). This help will be needed.

In addition, you need a statement. If you submit documents at work, then statement  write in any form addressed to the director of the company. If you contact the MFC, they fill in the application themselves on the computer. In addition to this, it is necessary that he was not given the allowance - in case both parents work.

If the second parent is not working or is studying full-time, then you need reference  from the social security agency at the place of residence of the child that he was not granted allowance. If the parents are divorced, the certificate of non-receipt of benefits from the former spouse is not provided.

In the case when both parents do not work or study, the parents provide, in addition to the application and the certificate f.24, to the social security agency of the MFC an extract from employment records, military ID  or another document about last place  works (services, studies), certified in the prescribed manner - if previously worked, served or studied.
If a employment history missing  - in the application, the beneficiary indicates that he has never worked and does not work by employment contract, does not carry out activities as individual entrepreneur, notary, engaged in private practice, not applicable to others individualswhose professional activities are subject to state registration and (or) licensing.
When assigning a social security body to a parent - a foreign citizen or stateless person who permanently resides in the Russian Federation, as well as a refugee, it is necessary copy of identity document, with a stamp on the issuance of a residence permit or a copy of a refugee certificate.

A single mother provides from documents only a certificate of reference number 24 and copy of certificate of reference number 25(if the father of the child is recorded from the words of the mother), or a child’s birth certificate, with a dash in the “father” box.

If the parent is an individual entrepreneur, a lawyer, a notary, or his professional activity is subject to state registration and (or) licensing in accordance with federal laws, copies of the documents confirming the status are provided, as well as certificate from the territorial body of the FSS of the Russian Federation about the absence of registration as an insuredand the non-receipt of benefits for the birth of a child.

When a parent applies to the social security agency at the place of actual residence or at the place of stay, he will be required to   certificate from the social security agency at the place of residence  that the allowance was not granted and was not paid. This help is harder to get. It is necessary either to make a written request at the place of their registration, or to demand from the social security agencies that they themselves make this request.

If the marriage is terminated between parents, then you must provide additional documents - divorce certificateand a document confirming the joint residence of a child in the territory of the Russian Federation with one of the parents.

That's all the documents. Go to the next step.

Step 4.

Filing documents for benefits.

You can submit in person when you come to work (if you are working) or to the MFC (if you are not working or studying). There is another option - send by registered mail with a notification and attachment list. The organization that received the application and documents must register it and issue a receipt-notification confirming the acceptance of the documents.

If the application was received by mail, then send this receipt  within 5 days from the date of receipt of the documents. The hardest thing is over, go to another step.

Step 5.

We are waiting for the payment of benefits.

It must be appointed no later than 10 days from the date of receipt of the documents. Unemployed and trained parents - issued by mail or transferred to a bank account no later than the 26th day of the month following the month of receiving the application.

Get benefits. That's all, nothing complicated.

I hope that this instruction will help you quickly apply for the childbirth allowance. Good luck!
