The Russian Academy of Sciences was replenished with 176 new academicians, 323 corresponding members and 63 foreign members. Gazeta.Ru, with the help of academicians, found out how complicated the nomination procedure is and what the status of a member of the academy gives today.

As the President of the Russian Academy of Sciences, Academician Vladimir Fortov, noted in his speech, the procedure for the nomination and election of the Russian Academy of Sciences is complicated, he himself counted either six or five secret ballots that candidates for members of the Academy pass.

Indeed, the procedure itself began in April, when it was published by distribution of vacancies by departments and sections of the Russian Academy of Sciences.

Depending on the situation, the number of vacancies for the title of academicians and corresponding members of the Russian Academy of Sciences was announced within the sections.

At the same time, the rules are such that vacancies were indicated separately with an age restriction (up to 61 years old) and without.

The elections of the members of the academy are held at least once every three years. In 2013, the reform of the Russian Academy of Sciences, which began, forced the next elections to be postponed, thus, the last time its composition was renewed five years ago, and for natural reasons, new vacancies appeared in it during this considerable period.

“We have a lot of people died, there were no elections for five years, during this time, unfortunately, a lot of people left us,” the first interlocutor explained to Gazeta.Ru.

For example, in the section of nuclear physics, which together with the section of general physics and astronomy make up the department of physical sciences, the title of academician was announced five vacancies without age restrictions, two vacancies with age restrictions and one for the Siberian Branch of the Russian Academy of Sciences. For the rank of Corresponding Member there are six vacancies without restrictions, five with restrictions and one for the Siberian Branch.

Scientific organizations, scientific councils, as well as academicians and corresponding members have the right to nominate members of the academy.

Candidates are first considered by an expert commission within each department or section, which includes all or most of its academicians. At this event, academicians consider the materials submitted by the departments for candidates and recommend or not recommend individual persons.

“Academicians sit at the section and discuss for a long time who deserves the title.

They usually don't talk about someone who is not worthy, no one expresses negative emotions, negative emotion is silence, ”said the academician of the Russian Academy of Sciences, who is a member of the expert commission.

After that, a secret ballot takes place, which is carried out by filling out ballots. Formally, the decision of the expert commission is of a recommendatory nature, which, however, plays a role in further voting within the section of the department - the names of the recommended ones will be at the top of the list of candidates.

In their decisions, the expert commissions are guided by their assessments of the authority of scientists, the significance of the achievements that stand behind them. Moreover, objective scientometric indicators often play a secondary role. “What kind of Hirschs are there (Hirsch index. -“ Gazeta.Ru ”)! Maybe someone remembers them, but in general there are strong works and discoveries behind the people who are elected, therefore the main criterion is scientific results, ”the interlocutor explained. Other circumstances are also taken into account - for example, if a person leads a strong team of experimenters, is the director of an institute, he is chosen to maintain control over the institutions.

“A lot, of course, happens behind closed doors, but we really don't have nepotism in the sense of children and grandchildren. Nepotism is when a teacher can intercede for his student, ”he added about the Department of Physical Sciences.

After the expert commission, voting for candidates takes place within the section and department itself, where all candidates are voted on, but taking into account the opinion of the expert commission. Then the candidates approved by the department are put on the ballot paper of the general meeting of the Academy of Sciences, which takes place on an uncontested basis, where the scientist is most likely approved.

However, in the case of a controversial figure, members of the academy more than once “overwhelmed” the candidacies of people.

“At one time the honorary academician and some of his protégés passed through the departments. And the general meeting overwhelmed them, ”the first interlocutor explained. The academy may refuse to award the title of academician to “controversial” figures when it believes that a person does not deserve this title, or believes that it will be awarded for political reasons.

In recent times, a similar story was with the director, for whom 204 members voted with a passing minimum of 248 votes (two-thirds of all participants).

There was a case when academics refused to admit the minister of the atomic industry and scientists who, as some believe, were not elected on a national basis.

Despite the overregulation of all stages, there is one informal procedure that is not spelled out in the rules - the so-called tea drinking at the president of the academy, which takes place after voting in expert commissions and before voting within the branches. This is a tribute to the tradition inherited from the Academy of Sciences of the USSR, it was described in detail and with humor by the famous Soviet astrophysicist Joseph Shklovsky in his collection "Echelon".

“Traditionally, the members of the department are invited by the president to announce the results of the work of the selection committee, after which a preliminary exchange of views on candidates begins. Meanwhile, the attendants are delivering a rather thin tea with lemon and a bowl of cookies. First, in the presence of all members of the department, candidacies for the corresponding member are discussed, after which the corresponding member is shamefully expelled from the hall, like schoolchildren from the teachers' council. But these are elderly figures - many of them are directors! " - wrote the scientist.

This tradition has remained to this day, during the tea party, members of the branches share with the president their views on the candidates, listen to his considerations. For example, Vladimir Fortov expressed general wishes for the candidates to be younger, so that vacancies would not disappear during the voting. Vacancies can really disappear in cases where a strong composition of candidates is selected and some of them fail to gain two-thirds of the vote.

Any member of the department can come to the tea party, however, some do not participate in it, considering it empty.

"Rogues" and "chancellors"

During the voting at the general meeting, there were no special scandals. True, one cannot fail to note two trends, which, however, were visible long before the vote. The example of Ruslan, Doctor of Physical and Mathematical Sciences, holder of the Blaise Pascal Medal in Materials Science for 2011, one of the most cited Russian scientists, who was nominated from the Materials Science Section, has become quite discussed in the scientific community.

“Within this section there are strong corporate ties of several institutions located in Moscow, which have seized all power and choose each other regardless of scientific merit,” a second interlocutor explained to Gazeta.Ru. According to Gazeta.Ru, a definite academician disliked Valiev, so this is not the first time Valiev has been “rolled”. By the way, at the aforementioned tea party, Fortov raised this issue, to which it was said that Valiev's materials are not used in industry. “Firstly, they are used, and secondly, if you think like that, then in general half of the section should be closed,” the academician believes.

Only from the names that are heard are doctors and Irina Chazova, the daughter of the famous Kremlin cardiologist, who, after her father, headed the cardio center.

“We have estimated that there are ten to twelve such cases out of five hundred, that is, at the level of 2%. The peculiar approach to elections in the Department of Medicine is evidenced by the fact that the number of vacancies for the title of academicians with age restrictions coincided with the number of candidates. And if in other departments the competition reached up to 20-30 people per place, in the department of medical sciences it was one person per place.

“In fact, 25 academicians will not be elected, but appointed, apparently, they understand the word“ elections ”differently from the big academy,” the source explained.

At the same time, a specialist in the field of polymer chemistry, mega-grant Alexander, did not receive support from the Department of Medical Sciences. As the mathematician, the Fields Prize laureate, with whom Kabanov convinced of the need to allocate 3.5 billion rubles, did not receive support. to support young scientists and other scientific projects in Russia.

The director of the State Astronomical Institute, the academician, does not hide his joy that several famous astrophysicists got to the academy. In President Putin, Putin talked a lot about the need for advanced scientific solutions to reach a new level of economic development. And the money goes to the academy. But at the same time, the president was forced from the civil service by a number of comrades who, contrary to his written order, decided to participate in the elections to academicians and corresponding members of the Russian Academy of Sciences. And there they were not discouraged.

As a result, if the Academy of Sciences of the USSR had 323 full academician members, then there are now three times more Russian academicians - 941, although the population of Russia is almost two times less than in the USSR. Yes, their fathers and husbands are respected scientists of world renown, but these nearly fifteen hundred new member correspondents who appeared in one electoral cycle, what kind of people?

The director of the famous Bakulev Center, Academician Leo Bokeria, is not overjoyed at his main research assistant and part-time daughter Olga. At only 30 years old, this young woman with many children became a doctor of sciences and a professor, and now, in her 40s, she has been elected a corresponding member of the Russian Academy of Sciences.

“This is a great joy for parents. I look with concern at my grandchildren, of whom I have seven,” Bokeria admits.

For reference: the Soviet Academy of Medical Sciences had 143 full members and 183 corresponding members. Now, with the population of academicians of medicine in Russia being almost half that of the USSR, there are 250 academicians of medicine in Russia, and 270 members of correspondents. Perhaps, these academic vacancies are bred with the expectation of grandchildren?

"We did a very good thing. A lot of places were given this year for young scientists. And the academy has become very rejuvenated," stressed Rakhim Khaitov, academician of the Russian Academy of Sciences, scientific director of the State Scientific Center "Institute of Immunology".

Upon reaching the age limit for directors of a state research institute - 70 years - Rakhim Musaevich was promoted to the rank of scientific leaders, passing the chair over to his successor.

"The director is Musar Rakhimovich Khaitov. He is 37 years old. He was recently elected a Corresponding Member of the Academy of Sciences. This is a very big position. He is my namesake. You probably guess that he is my son," said Rakhim Khaitov.

It's easy to guess. Exactly the same path was recently followed by Philip Poleev, the son of Nikolai Poleev, the former director of the main clinic of the Moscow region MONIKI. The father, an academician, moved to a scientific position, his son took over his economic position, and now he was also elected a corresponding member.

Also Corresponding Members of the Academy of Medical Sciences recently became: Ksenia Krasnopolskaya - daughter of the director of the Moscow Regional Research Institute of Obstetrics and Gynecology, Academician Krasnopolsky; Alexey Tutelyan - son of Academician Tutelyan, scientific director of the Institute of Nutrition of the Russian Academy of Sciences; Nikolay Konovalov is the son of Academician Konovalov, scientific director of the Burdenko Research Institute.

The former Russian Academy of Medical Sciences, now the Medical Department of the Russian Academy of Sciences, has always been distinguished by great cohesion and never by openness. After the last, one might say, family elections, this organization completely withdrew into itself. The guards were ordered not to let anyone in, the entire leadership seemed to be away. The only one of all the medical luminaries who decided - and then in very general terms - to disown what happened - is the 88-year-old patriarch of the Research Institute of Hematology, Academician Andrei Vorobyov.

"In all this confusion, I am most worried about the face of the academy, not specific examples. All kinds of nepotism is harmful, wherever it manifests itself," Vorobyov is sure.

Despite the Kremlin's recommendation, several prominent Russian officials have become academicians of the Russian Academy of Sciences (RAS). These included the Deputy Minister of the Interior and the Deputy Ministers of Education and Science. Life figured out which other high-ranking representatives of the Russian bureaucracy violated the direct instructions of the president, and also tried to find out their motives and reaction to a possible resignation.

Russian officials work day and night not only for the good of the country, but also for the good of national science. At least, this is evidenced by the lists of academicians and corresponding members of the Russian Academy of Sciences. These included deputy ministers of the leading Russian departments, as well as other prominent civil servants.

This zeal of officials for science has caused bewilderment among President Vladimir Putin. Today, at a meeting of the relevant Presidential Council, he, in particular, said that he would give civil servants and officials who have become academicians an opportunity to engage in science.

I will have to give them the opportunity to do science. Because, apparently, their scientific activity is more important than the performance of some routine administrative duties in the authorities and administration, - the head of state explained his well-founded position.

Life analyzed the lists of active academicians and corresponding members of the Academy of Sciences and found at least five officials who in the near future will have to think about moving from responsible work in relevant ministries and departments to the Russian Academy of Sciences.

It is worth noting that during today's meeting, RAS President Vladimir Fortov confirmed that several civil servants had been elected to the Academy, namely "five-seven".

One of the newly minted academicians, for example, is Deputy Minister of Education and Science Alexei Lopatin. He is a full member of the Russian Academy of Sciences, he was elected again just recently - together with everyone, at the end of October 2016.

Lopatin's colleague in the ministry, Lyudmila Ogorodova, is also on the list of corresponding members of the Russian Academy of Sciences. Only her term of office began in 2014.

In turn, the director of the Information Policy Department of the ministry, Andrei Yemelyanov, did not answer Life's question about whether Olga Vasilyeva's deputies would leave the RAS or, conversely, leave their posts in the ministry.

In addition, since 2016, the deputy head of the Ministry of Internal Affairs, or, as he is also called, the "chief investigator" of the Ministry of Internal Affairs, Alexander Savenkov, has become a corresponding member of the Russian Academy of Sciences.

In principle, if Savenkov is transferred to work at the academy, then he will not lose much. He is not a poor official; the family of the head of the Investigative Department of the Ministry of Internal Affairs declared 77.5 million rubles of income last year. True, the main part of these funds, according to the declaration, was contributed to the family budget by the spouse of a high-ranking police officer.

In 2016, Vasily Khristoforov, Head of the Registration and Archival Funds Directorate of the FSB of Russia, was also elected a Corresponding Member of the Russian Academy of Sciences.

It is interesting that the list of corresponding members of the Russian Academy of Sciences also includes the Minister of Healthcare Veronika Skvortsova. However, she was elected long before she entered the civil service - she received scientific status back in 2004. According to Oleg Salagai, Director of the Department of Public Health and Communications of the Ministry of Health of Russia, the Minister of Health did not take part in the elections to academicians of the Russian Academy of Sciences in 2016.

The ban on being elected to Academicians and Corresponding Members of the Russian Academy of Sciences affects all officials, including governors.

Life discovered that there are indeed governors among academicians and corresponding members: the head of the Voronezh region, Alexei Gordeev, and the head of the Belgorod region, Yevgeny Savchenko.

In fact, this is not the first "yellow card" on the part of the head of state for the Russian Academy of Sciences, which chose to violate the instructions of Vladimir Putin, but not to quarrel with the influential bureaucratic class, giving them, despite all the instructions of the president, the opportunity to be elected to the Academy.

I turned to my colleagues with a request to refrain from participating in the election of new members to the Academy of Sciences due to the fact that people who hold positions in government bodies, especially at the upper levels, are employed or should at least be employed in a serious manner , otherwise they are not able to fulfill their official duties and can only engage in scientific research in their free time, which is practically not left for people who work conscientiously in administrative positions, '' Putin recalls.

Nevertheless, at the meeting, a heated discussion broke out between the Russian leader and the head of the Russian Academy of Sciences, during which President Putin directly asked the head of the Academy of Sciences about the scientific competence of the newly elected academician officials and their expediency of being simultaneously in the academic and bureaucratic environment. To the president's reasonable questions, Vladimir Fortov objected only to the fact that all the elected academicians and corresponding members "said that they had received permission."

As a result, the heated discussion ended with the fact that the head of state actually raised the issue of the further stay of the officials elected to the highest scientific body of the country in their current government posts due to "the more important nature of scientific activity than routine administrative work."

Political scientist Oleg Matveychev notes that, unfortunately, the Russian Academy of Sciences has turned into a purely nomenclature institution, where people are not engaged in scientific activities, but sit and talk to each other about what kind of respected people they are.

People enter the Academy of Sciences not for their scientific merits, but for their old merits, for length of service, or officials who are given the title of academician as a sign of respect and honor. We can say that this entails a drain on personnel to the West. Young scientists, instead of moving up the career ladder in Russia using the base of the Russian Academy of Sciences, are forced to leave for the West. They have to do this because they run into higher-ranking academicians, not seeing further prospects, '' he says, noting that the RAS should be engaged in scientific work, research, move Russian science forward, and not be a gathering of honorary chairmen.

It is important for the President to solve the problem systematically: to force the RAS to release its ballast. You can start this by getting rid of the officials in the RAS. Officials who work 16 hours a day definitely do not have the opportunity to engage in scientific activities. I am sure that these officials will resign from their duties as academicians and prefer the civil service, ”the political scientist explained.

We do not have many academicians in these areas, while the areas of research are very different and in each one you have to be a specialist well versed. And in these areas, different hypotheses are also being worked out, and if all "one size fits all" nothing good will come of it (if anything happens at all). Usually at the institute, yes, the director is an academician (as it was customary), but he can be co-about-everything from another field (for example, dealing with plants), and at the institute there are many different directions, work on animal models (and different ones), etc. ...

I have academicians in several articles in co-authors. In one case, as far as I know, the strategy, topics and design of experiments were decided not by one academician-director, but at the Academic Council, which included all the leaders (the institute is small), invited specialists from other institutes were asked. For me it was a joint work.

In the second case, the idea and the groundwork were mine, discussion and writing of the application jointly with a colleague, the academic director was invited as an official leader at the request (he supported the main idea of \u200b\u200bthe grant, which is also important). They were invited to become leaders because a colleague already had a current grant with his leadership, and they told me that if I was put as a manager, it might not work, because my articles were not published enough. Well, there was no other chance: either one way or not at all.

I wrote a grant almost immediately after defending my Ph.D. (where I am the head), a grant between the Institute of the Russian Academy of Medical Sciences (where I worked), the Institute of the Russian Academy of Sciences and the NSU, where my friend worked and we prepared an application together with her. The director of the institute (where I worked and from which it was supposed to apply) did not allow me to submit it, for some reason it is not very clear, it looked like he did not approve our main idea for the grant. Those. in this case, the idea was hacked by the director-academician, not the experts of the foundation. The funny thing is that it was in line with this idea that a few years later our application was supported by the RFBR (headed by another academician director, as discussed above).

"Probably in Russia it is necessary to come up with a mechanism for transmitting good ideas (invented by unworthy scientists) to worthy people.", Nothing good will come of this, since only the author of the idea knows how to develop it. If you "convey" the idea (and even together with the unpublished groundwork), then then they can kick you and say that you have nothing to do with it. At the same time, such a "action" will be one-time - everyone was taken, the author was kicked out, and then they could not advance anything (not the authors, after all). Well, that's all. Everything is bent.

As for the physicists who came and the leadership singled out "more worthy". This type is considered "highlighted the best". That's just how the "best" is defined, with the criteria of the problem. It often happens that someone who likes it is "singled out" (and why you like it is a separate question). It's like to assign "make a discovery" and at the same time know exactly who can do it :)

As for the radiation exposure of sawdust, you don't need to be the best for this, where are the ideas, especially the new ones? Back in 1990, we sterilized plastic tubes for cultural work with radiation exposure, when I was doing my diploma at the ICG. Then the Americans came to NSU to study Russian (such training was just beginning there) and presented us with plastic bags on runners, which were hermetically sealed, we sterilized the test tubes in them, and signed the packages with markers on glass and plastic also donated by the Americans. It was very convenient :)
