This expression appeared in the Russian language of the Soviet period after the so-called “Stockholm Appeal” was published in Pravda on April 1, 1950. The proclamation was adopted (March 19, 1950) by the third session of the Standing Committee of the World Peace Congress. It contained a call for the prohibition of atomic weapons, a call for mass support for such a ban: "We call on all people of goodwill around the world to sign this appeal."
